WATER SUPPLY RULES

"S.255 DAMAGE OR DESTRUCTION TO METERS

When a meter has been damaged or destroyed and the State Director is of the opinion that such damage or destruction is not the result of fair wear and tear , the amount certified  by the State Director  to be the cost of repair or reinstatement  shall be payable by the consumer on demand and shall be recoverable from him as a civil debt."

All human beings living here in Malaysia, the water meter outside your home  is not your personal property. It belongs to the State Goverment. If you tamper with it, and is "rosak" you  will be personally liable to pay for it. In fact the law states the State Director can sue you to pay for it.
