HOUSES OF PARLIAMENT ( PRIVELEGES AND POWERS) ACT 1952

SECT 3.   " FREEDOM OF SPEECH AND DEBATE.

 There shall be freedom of speech and debate or proceedings in the House and such freedom of speech and debate or proceedings shall not be liable to be impeached or questioned in any Court or tribunal out of the house.

The above provision appears to give a free license to those elected thay they can touch on any topic or say anything they want in Parliament.This is  the reason why many quarrels break out in Parliament.But the above provision has an  unwritten restriction. Nobody is expected to drag in the Yang di Pertuan Agung in their bickerings.
